Future of SC students studying in 245 private ITIs looks to be dark
Thousands of students may be deprived of free course facility in private ITIs
Ferozepur, May 20, 2016 : The private Industrial Training Institutes playing an important role in skill development of youths in Punjab to fulfill the Prime Minister’s dream of Make India into reality, at par with the government run it is, are at the verge of closure with the notification of the government issued on 4th May reducing the reimbursement fee of SC students under Post Matric Scheme to Rs.3350 per student per annum.
It may be mentioned that earlier the fee fixed is Rs.11,704 for non-engineering and Rs.17,556 for engineering students enrolled during the July-August Session 2015.
While, 112 ITIs are run by the government funding whereas 245 private ITIs have been running from their own sources without any financial assistance from the government.
It is not possible to run the affairs of the institution with the meager fee structure of Rs.3350 per year. On the other hand the Government itself had mentioned the different fees slab for private ITIs and government run it is in the prospectus too. According to prospectus of the Technical Education Department, the fees for Government ITIs had been fixed Rs.. 3400 per student, wherever for private ITIs fees of Rs. 11704 for private ITIs non engineering and 17556 for engineering trades had been fixed.
When the President of the 245 private owned ITIs Shimanshu Gupta was contacted, he said, we will have no other option either to abstain from enrolling the SC students, or to close their ITIs and involve themselves in other fields. In both ways, it would be harmful for more than 30000 SC students as well as for the campaign of Prime Minister to Make in India dream reality. Thus if the government do not look into the matter as per the soul of the case, neither the private ITIs would be saved nor the interests of the SC students who aspire to want to get admissions in ITI courses can be survived.
It is pertinent to mention here that around Rs.50000 to Rs.60000 are spent on each student getting training from government ITIs which include raw material, staff salary, electricity expenses, building maintenance etc.
He further said, the SC category students whose family annual income is Rs.25,000 to Rs.30000 are getting technical training in the private ITIs. Such students have not been paid any amount under post matric scholarship scheme of the central government, for the last two years, which is around Rs.2760 per year and was to be directly transferred in the account of the student .
He further said, now the government is reluctant to release already sanctioned the annual fee of Rs.19006 per student to the private ITIs.
In its meeting held at Bhatinda, few days back, a decision has been taken that in case the agreed fee structure is not implemented, then the private ITIs in the state would not be entertaining the SC category students for training purposes and the future of this deserving class will be in dark.
