YKO files PIL in Supreme Court to implement Dr.Swaminathan’s report
Ferozepur, July 18, 2016: Youth Kamal Organization (YKO) – a social organization committed for the welfare of farmer’s community – has filed a Public Interest Litigation – PIL – for implementation of Dr.Swaminathan’s report and to stop committing of suicides by the farmers.
Expressing dissatisfaction over the various schemes of the Centre Government, Supreme Court has warned to ensure that none of the farmer commits suicide because of debt loans or poverty. Not only this, Supreme Court has also fined Rs.25,000 to the Centre for not taking the cases of farmers seriously.
After filing an additional affidavit in reply to the affidavit submitted by the Centre Government, YKO President Happy Mann, informed that a report has been asked from the government to provide in detail to the court, about the various schemes under National Policy 2007 for 201 schemes, as to when these schemes were started and as to how much these schemes have benefited to the farmers.
He further said, that in the affidavit it has also been pointed out that despite incurring Rs.450 lakh for preparation of Dr.Swaminathan’s report, the Centre has not implemented the report even after passing of ten years’ period. In case the Centre wants to constitute a new monitoring committee, the same should be made up under the supervision of Supreme Court and President of the institution – KYO – may be taken as one of the member besides ensuring the time for submission of report and implementation period.
There is also a mention of crop insurance in the affidavit to the effect that crop insurance scheme should be implemented throughout the country taking all the crops under it so that the farmers could avail the maximum benefitted. It is further mentioned that a Punjab Government is making wrong propaganda that in case even one farmer of the village don’t opt for crop insurance, the other farmers of the village will not get compensation in the event of crop loss and farmers are being deprived of the benefits of the scheme, said Happy Mann.
In the affidavit, it has also been indicated that the prices oAgf crops should also be increased simultaneously with the increase of prices of various inputs whereas the government is fixing the MSP much below the actual cost on the cultivation of the crops.
According to Agriculture Department of Haryana Government, the cost factor on wheat in 2014-15 was Rs.1943, on paddy Rs.1886, on Cotton rs.4374 but the rate at that time was fixed as Rs.1450, Rs.1400 and Rs.4050 respectively. In the affidavit, it is said that the farmers are not being paid by the Centre Government, as per the cost on sowing with the result the farmers are compelled to live a poor life and under debt.
