Promotions in 156 categories held up in Railways pending Court cases
Ferozepur, July 27, 2016: Ferozepur Rail Division is one of the biggest division of Railways with around 25,000 employees working on different cadres but the promotions of 156 categories are held up for the last three years due to court cases pending with Central Administrative Tribunal (CAT) and High Court (HC).
Stating the reasons behind non-promotion of employees, Ashok Kumar Arora IRPS, Senior Divisional Personnel Officer (SDPO) said, the General Welfare Association of the Railways have moved to the courts cases are pending in CAT and HC.
He further said, there are two ways of filling up the vacant posts – through promotion and direct quota on seniority-cum-suitability basis. The promotions of various employees are held-up pending decision of the courts about giving representation to reserved category employees. So far as the promotions of officers level are concerned, the same are considered and ordered at the GM’s level at Delhi.
As per directions of the Supreme Court, the reservation is not to be considered while making promotion but later on the Board decided in favour of the reserve category staff and started considering their cases against the directions of the Supreme Court. When the General Welfare Association moved to the CAT, interim orders were passed that this condition will not be applicable. Again an appeal was made in the High Court for final decision being a policy matter, said SDPO.
He said that the next date of hearing is fixed for final decision on August 22 and 23 respectively.
When asked about the number of employees facing the departmental inquiries on account of certain charges, SDPO could not supply the information as the same is not readily available.
On giving a suggestion to declare best employee of the month, as in the case of other commercial organizations, SDPO said, certain employees are appreciated about their work from time to time and since it is a good proposal to motivate other employees to work more sincerely and honestly, a detailed proposal after discussing with the Divisional Rail Manager (DRM) will be sent to General Manager Railways for further consideration and approval.
