GTU points out more wrongs than rights in mass transfers by Education Department
Ferozepur, September 3, 2017 : With pitiable policy decisions, more wrongs than rights, the reactions from the Government Teachers Union are bound to come against the recent decisions of Education Department while issuing the mass transfer orders ignoring the irrational policy.
Talking to media persons, Balwinder Singh Bhutto, President and Neeraj Yadav, Secretary, Government Teachers Union said the irrational transfer policy formulated to accommodate the maximum teachers to their convenience stations and to make available the staff as per the norm keeping in view the strength of the students in the particular school, in the recent transfer orders issued – has been totally ignored in the recent issued transfer orders.
They said, not only this, a single case has also been noticed where the transfer from has been made despite the fact that he did not apply for the same, The transfer order of Kashmiri Lal, Principal Jhurar Khera Govt School – who had also worked as District Education Officer on temporary basis for one and a half month, has been transferred under mutual with 60 per cent handicapped Principal Rajesh Sachdeva of Govt School Abohar. Only last year, on compassionate grounds being handicap, he was posted at Abohar. Similar is the case of Kadowal in Gurdaspur district constituency of EM Punjab where the transfer has been made without any consent.
In another case, a teacher had been applying for transfer for the last four years from Ramewala Ferozepur Block II to Dera Bassi where her husband is working the request of the teacher has not been considered in this mass transfers.
President said, this is the only mutual transfer shown in the list whereas no such consent was given to the department.
Sources said, Rajesh Sachdeva in his representation to the Education Secreary has stated that he is being pressurized to agree to this mutual transfer.
Bhutto further stated that in seven cases the transfers have been made in the schools where the staff as per norm is already available and new transferee have been posted as surplus when there is shortage of teachers in hundreds of schools. These schools are – Basti Nizamdin, Satiye Wala, Machhiwara, Patel Nagar, Chungi Khana Road, Khilchi Qadim and Pacca Bagh.
He said, as a policy matter, the old surplus should have been transferred first keeping in view the rationalization policy to equally distribute the staff in each school of the state as per the norm, instead of posting the surplus staff.
Bhutto pointed out that in another case, the mutual transfer which normally the department has no objection, has not been considered in the case of Kamal Puri of Peeran wala government school with Sukhwinder Kaur of Naurang Ke Leli.
Bhutto said, the union will meet the DEO in this regard to apprise him about the more wrong than rights besides submitted memorandums to various education authorities.
