Typically, on an average it takes 15 years for such cases to be settled, a big drain on resources and in the instant case of 1995 petition, it took more than two decades to arrive at a decision.
One of the government officials was of the view that there is a need to call for cost-analysis benefit before filing a case or pleading in the court.
The reflection of fear of the could be seen when the education department issued overnight orders for reversion of Principals, DEOs, CEOs under directions of High Court were issued well before the appearance in the court in the case pending since 1995.
