Ferozepur, April 19, 2015 : A news on Border Area Farmer’s tale – Farmer moves from pillar to post to get justice land cultivating since 1996 across wire fencing near Indo-Pak border had appeared on babushahi.com online English news portal on March 17 ( See in Picture).
Sohan Singh who was sitting on dharna outside the district administrative complex (DAC) was persuaded to lift the dharna on the visit of Prime Minister on March 23 with the assurance that an appeal going on with the SDM will be disposed off shortly.
On getting no justice from the district administration, Sohan was again seen sitting on the dhrana alongwith his family members at the same place with a hoarding ‘Ros Dharna – Protest Sitting”.
The family members were also seen in the pandal in the front row just behind the Press Gallary. at the function with a letter in his hand to meet the Chief Minister at 124th Dr.Ambedkar Birthday celebrations A copy of the letter was handed over to me also. When I told them that today it would not be possible for them to meet the CM, the letter was taken back from me. They were, however, advised to meet the Deputy Commissioner tomorrow in his office for the purpose and we too can pursue it.
In the meantime, Chairman of Chandigarh-Punjab Union of Journalists was feeling uneasiness and I left the function in between when there was also a stampede like situation due to high speed storm suddenly.
However, later on, as per the information gathered, all the five members struggling for the girdawri of their land were forcibly lifted by the Mamdot police who wanted to meet the Chief Minister in this connection. But Bibi Nanko Bai and her son Joga Singh managed to escape and reached the Press. Telling their tale to the media persons, they said, they wanted to meet the Chief Minister to apprise about the whole case. In the meantime, the family members namely Sohan Singh, Bachittar Singh, Gurvinder Kaur sister, Lakhwinder Singh cousin, Jaswinder Singh, Jasvir Kaur – were lifted by the Mamdot Police.
However, due to scorching heat, Bibi Nanko fainted wailing of district administration and police. According to Joga Singh, she was immediately sent to the Civil Hospital calling 108 Ambulance where she was lying in unconscious condition in the hospital.
As per the information, despite decree in favour of Sohan Singh, the change in revenue record was not made on the plea that the cases are pending in the court. Hence, no claim the compensation for the cultivated crop.
On contacting the SDM, Sundeep Singh Garha, he said, he had already given a stay on an appeal filed by Sohan Singh.
DETAILED NEWS ON MARCH 17 APPEARED LIKE THIS …..Irked over the working Patwaris-known as Village Accountant- working under the nose of district administration, Sohan Singh, a border area farmer of Gandhu Kilcha Uttar Ke, is moving from pillar to post and now sitting in front of the office deputy commissioner for the last one week, to establish his ownership over the land falls across the barbed wire fencing on the Indo-Pak border near Ferozepur. According to revenue department, the landlords must ensure Girdawri stays in their name otherwise if someone else is shown as cultivating the land for an extended period of time, they can claim possession of the land, resulting in a dispute of land ownership. Sohan Singh holding a copy of court decree in his hand over the ownership – through girdawri – in his name, over a land of 16 kanals – khasra no.24/12 (8-0) 13 (4-0), 14(4-0) – is facing a peculiar problem. However, as per court orders dated March 17, 2011, the court has partly decreed to the extent of the 16 kanals land in his possession and for the remaining 4 kanals, Bhag Singh has been found in possession thereof for which he has been restrained from causing any interference. He claims of cultivating the said land since 1996 and has made number of representation to the revenue authorities alleging the change of girdawari in the name of Dalip Singh and Mohinder Singh. Sohan Singh claims that since the cases are pending in the courts and stay has been granted to him, no change in revenue record could be made at this stage. During December 2014, he has also approached the Deputy Commissioner demanding to issue directions to BSF Jagdish chowki 105 Bn to allow them to visit their land across the barbed wire near the zero line, for cultivation and harvesting purposes, as per the court orders. All of his family members are also holding the valid identity cards issued by the BSF. As per the official version in its letter addressed to DIG BSF during November, 2014, nobody should be allowed to occupy the government beyond the border wire, but in spite of this the ‘land mafia’ with the connivance of BSF are being allowed beyond the barbered wire to occupy the same. It is also requested that directions should be issued to BSF officials to ensure that only those persons are allowed to enter beyond border wire having valid ownership and defaulters should be reported for booking them under the law. Speaking to this correspondent, Sohan Singh said, despite assurance by the SDM to sort out the issue by calling the other claimant on Monday last, he has not been called across the table to represent his case. However, he along with his family members would continue to sit on dharna in front of deputy commissioners’ office till he gets justice. He also refused to accept any in kind help from the Red Cross also. When SDM Sundeep Singh Garha contacted, he said, Sohan Singh has filed an appeal before me and I will pass my orders only after hearing both the parties, keeping in view the record made available and statements of prosecution and defense witnesses. Sources said, the controversy over the ownership of thousands of acres of fertile agriculture land situated across the barbed wire in alleged connivance with the revenue officials had grabbed the government land adjoining the fields. Earlier DIG BSF had asked the Deputy Commissioner to get the land demarcated of genuine landholders. Another reason to grab the barbed wire land situated beyond fencing is the high prices of fertile land in the villages.
